A cabaret singer in Germany is in love with a young American boy, and must convince his disapproving father that she is worthy of his son.

A paean in praise of three-quarter time in which Emperor Franz Josef (Eugen Burg) visits Heaven where he asks Mozart, Offenbach and Johann Strauß to use their influence to send back to earth the Spirit of the Waltz, which, he fears, is being superseded by an intrusive new type of music called jazz.
