2009 - a small town on the shore of Issyk-Kul (Central Asia). Aktan, a schoolboy who dreams of joining the ranks of the National Security Committee, is faced with the injustice of the justice system. The local MP is ready to do anything to protect his son Alan. Having failed to achieve justice according to the law, Aktan, along with his childhood friend Cuba, arm themselves and seize the local courthouse.
