In 1990s USSR, a man is arrested for violent crimes in a small town. Investigator Oleg believes he's the serial killer he's been pursuing. At the hearing, psychologist Vyacheslav defies expectations by declaring the accused innocent.
USSR, 90-s. In a small provincial town, a maniac who has committed a number of violent crimes gets arrested. Investigator Oleg Bragin is convinced that the arrested is the serial killer he has been after for over a decade. Six months later, an open court hearing is carried out. A crowd of people is about to tear the accused into pieces, for he has been terrorizing the town for years. Consulting psychologist from Moscow Vyacheslav Shirokov is invited to the hearing as an expert. Despite of being expected to confirm the version of the local investigator, Shirokov announces that the man on trial is innocent.
