Karan goes to London to stop a terrorist attack on India.
A mysterious man is on an impending mission to attack the country from his base in London. Karan Singh Dogra sets out to hunt down the antagonist aided by the British Intelligence. Will Commando be able to prevent the attack and save the country?
The Mumbai Police officers arrest 3 young terror suspects led by Usman (Prashant Jha) and his 2 henchmen Umar (Raghav Dheer) and one more. The suspects came on the police radar due to fake passports issued to them.The police led by Inspector Tambe (Suresh Vishwakarma) try to interrogate them but get no information despite their brutal torture. The parents of the henchmen had no clue that their sons had been converted to Islam.The suspects had received Jihadi materials from overseas which talked about a large upcoming attack on India. The police urgently need an officer who can solve the case quickly using all methods possible.
Karan is a cop, who believes in direct action, and stands up for the defenseless. He saves school girls from a neighborhood Akhada where the wrestlers were harassing them by passing lewd comments and sexual innuendos. Karan takes on the entire Akhada by himself and beats them badly.
Karanveer Singh Dogra "Karan" (Vidyut Jammwal) is called to help the police. Roy (Rajesh Tailang) is Karan's boss. Meanwhile, Umar is distraught after seeing his mother lament that she did not toil all her life to see her son become a terrorist.
Karan starts by torturing Usman's father Ahmed (Virendra Saxena) in the adjoining room to Usman. Also, Usman talks repeatedly about 9/11, which is decoded as an attack on India on the day of Diwali (which is only 33 days away). Rather than reveal anything more, Usman opts to kill himself by striking his own head on the walls of his prison.
Turns out Karan was only pretending to torture Ahmed. Ahmed is cooperative with Karan even after learning that Usman killed himself.Upon investigating further, Karan learns the suspects received money and VHS tapes containing a terrorist's message. They also received 3 separate envelopes containing cash (in odd denominations of Indian currency) on 3 different dates in the past few months. When the cash is converted into foreign currency using the exchange rate on the date the only currency that gave a whole number was British Pound.
Further learning the recordings were shot by a camera in London, Karan decides to go undercover along with Bhavana Reddy (Adah Sharma), who assisted him on his previous mission. Posing as a married couple, they arrive in London where Mallika Sood (Angira Dhar), a British Intelligence officer picks them up and takes them to their workstation where another agent named Armaan Akhtar (Sumeet Thakur) assists them.Mallika works for her boss Alvin (Mark Bennington).
On the other hand, the terrorist Buraq Ansari (Gulshan Devaiah) forces his son Abeer (Atharva Vishwakarma) to watch him kill a man (whose mistakes led to the arrest of the 3 suspects in India), due to which Abeer's mother Zahira (Feryna Wazheir) wants to contact the police but is threatened by Buraq.Buraq's ISI bosses have already invested $20 million into his mission to conduct the largest terrorist attack on Indian soil, but are now getting restless.
Learning two Indian agents have arrived in London possibly to capture him, Buraq enlists the help of his agents to track them (they have a list of 123 odd suspects) while Karan and his team go through the same process to track Buraq's agents (they have a list of 675 odd suspects). Karan and Bhavana are housed in a safe house.
While pursuing a suspect (the London contact Zaytun of the person who gave fake Indian passports to the Muslim suspects apprehended in India), Karan meets Zahira and Abeer (Zahira is a flower seller), and soon gets involved in a bike chase with the suspect, resulting in Zaytun's accidental death. Karan retrieves his phone and answers Buraq's call, further telling him he would soon visit Zaytun's house. Karan and team arrive at the house, but outside it are stopped by Buraq's goons. A fight breaks out, resulting in Karan getting thrown out of the house by an explosion. The video goes viral, and so does Bhavana's tweet supporting Karan.
It is soon revealed to be a part of Karan's plan when he releases a video of himself challenging Buraq without disclosing Buraq's identity. Going through the suspects lists, Karan recognizes Zahira and through her they find Buraq. When Buraq's DNA matches a murder suspect, Karan and his team rush to Buraq's restaurant but learns that he already left. Realizing he would have gone to pick up his son from school, Karan arrives there and challenges him before he disappears.
Back in Mumbai, the two remaining suspects are reformed by a Muslim saint. Buraq is unwilling to let go of his son and soon finds himself exposed when Karan holds a press conference with Abeer and Zahira. While the mother and son are being escorted safely to the airport for India, Buraq's henchmen attack the vehicles. Bhavana is knocked out in the crash while Karan and Mallika fight off the henchmen. However, Zahira and Abeer are kidnapped and simultaneously Mallika is informed about Buraq's surrender to the Scotland Yard. Karan can't figure out Burag's game. Karan tries to interrogate him but ends up using force due to which he is ordered to leave London within 24 hours.
Buraq is freed due to making a deal with the MI-6; he gives them evidence for a previous attack (on London) in exchange for his freedom. On his way to a safe house, Buraq asks the officers to stop at a mosque so that he can pray. He switches places with one of his henchmen and kills Zahira who was kept in a secret room inside the Mosque. Realizing the attack would be not on Diwali but before it on the festival of Dussehra, Karan decides to continue alone but is joined by his team. Through Abeer's tablet, the safe house where Buraq is kept, is located and attacked by Karan and team. Following the fight that leaves all the henchmen dead, Karan injects Buraq and takes him away as he is unconscious. Bhavana and Mallika rescue Abeer, while Karan is safely picked up by his agency's helicopter and escorted to a cargo ship heading towards India. With minimal time remaining for the attacks, Karan and the police try to find the targeted cities.
Decoding "ALLAH" spoken repeatedly by Buraq, Karan finds the targeted cities and releases a video requesting the people to understand the value of religious unity. When people gear up to face the terrorists, they are joined by the police officers and terrorists are arrested. Karan kills Buraq, and hands over Abeer to Buraq's father.
