Richard Archer is the mayor of NYC at a time when the city is at its breaking point. Crime is up, businesses are closing, and its mayor is not doing much about it. To complicate matters for the mayor is Ricky Nieves, a known drug cartel kingpin who will kill on demand and is up to Detective Delgado and Special Agent Savino to take down the Kingpin Ricky Nieves.
