Major Shatrov is being transferred to a new place of work from his native Vladimir. The transfer was forced, and all because of Shatrov's character: he is a man with a strong natural charm, but at the same time completely devoid of self-control. In addition, he has a heightened sense of justice, which so often leads to problems. One of them was a conflict with the prosecutor, because of which the witness died, and brought Shatrov to the PPS department.
