A young woman who works in a beauty parlor discovers that her vagina can talk, which causes her no end of trouble.
Penelope "Penny" Pittman and Ted King are having sex at her home. Afterward, they hear a voice disparaging Ted's performance. Penelope runs to the bathroom and discovers she has a talking vagina named "Virginia". Confused and angry, Ted tells Penelope that their relationship is over and stalks out.
The next day, Penelope calls Ted from the hair salon where she works, but he does not want to hear her explanation. Penelope shares her secret with her co-worker, Linda Ann. The effeminate salon owner Mr. Jo wants them to focus on work. A lesbian client, Marlene Hosenfelt, encouraged by "Virginia", tries to make love to Penelope, but is interrupted by Mr. Jo.
Penelope seeks help from psychologist Dr. Warner Pearl, but when Dr. Pearl hears "Virginia" sing "The Star-Spangled Banner," he believes he has made an important medical discovery. Dr. Pearl presents Penelope and "Virginia" at an American Medical Association conference as "The 8th Wonder of the World." Penelope is mortified as "Virginia" performs "Swanee River."
Later, a parking ticket gets Penelope thrown in jail after "Virginia" propositions a police officer. Ted bails out Penelope, but still does not believe her about her taking vagina.
Dr. Pearl thinks Penelope can be a star and counsels her that "Virginia" is pure libido. Penelope wants "Virginia" removed, but Pearl argues that "Virginia" knows best and Penelope will be happier if she listens to her.
In the middle of the night, "Virginia" urges Penelope to hit the streets. Penelope goes to Hollywood Boulevard dressed in hot pants and gets harassed by a biker. Seeking safety, Penelope has a sexual encounter with a basketball team on a bus.
Dr. Pearl sets up a theatrical booking agency and gets Penelope and "Virginia" a spot on the television talk show Hollywood Open House with Professor Irwin Corey. "Virginia" and a group of backup dancers perform "Wang Dang Doodle." Penelope and "Virginia" go on a national tour and appear on the covers of Time and People magazines.
Penelope's mother, Mrs. Eleanor Pittman, arrives during a nude photo shoot, and is shocked by her daughter's behavior. Dr. Pearl explains his dual doctor and agent duties, and Eleanor has a change of heart once she learns it's a multi-million dollar venture.
Disillusioned by fame and fortune, Penelope calls Ted and they meet for a picnic. They go to bed, "Virginia" insults Ted, and he leaves.
Dr. Pearl lines up six television guest appearances for Penelope and "Virginia", including the television show, The Mating Game, where she chooses to go on a date with Bachelor #1, Dick Taylor. On the date, Dick takes Penelope to a club, charms her, and they go to his apartment. He asks her to dress up as a princess. Dick enters the bedroom wearing a knight's armor, calling himself Prince Valiant.
The next morning, Dick brings Penelope breakfast in bed with a fortune cookie that reads "goodbye." Dick tells her he only does one-night stands and Penelope is crushed.
The weeks pass with Penelope doing more touring, the Rose Parade, hand prints at Grauman's Chinese Theater, and a star on the Hollywood Walk of Fame, as Penelope and "Virginia" break into the movies. However, when Dr. Pearl announces that he has landed them a five-picture deal, Penelope is unhappy. During the big "Cockle-doodle-doo" production number, Penelope runs off the sound stage and hails a taxicab.
Later, on a cliff overlooking the ocean, she contemplates jumping. "Virginia" tries to talk her out of it and begins singing "Beautiful Dreamer." From a nearby cliff, a male voice joins in. Penelope looks over and sees Ted. He, too, is wearing nothing but a trench coat and thinking about jumping... revealing to Penelope that his penis now talks. Their eyes meet, they run toward each other, embrace and kiss.
