Surrounded by an elaborate model-train set, "Engineer Bill" would introduce cartoons, play a game called "Red Light, Green Light," read the names of viewers who weren't feeling well - for whom he would ring the "get-well bell," chat with a child guest and, of course, promote products.—D.H.
