At the end of WWII, Japanese realize the failure will come and decide to build a secret submarine base in Hong Kong for last resistance. A China cargo boat is imposed and mariners are escorted to the base and forced to be labors. Japanese commander orders the base security officer to kill all the labors when the completion date is coming. The Chinese captain leads all his crew to fight for survival.
