The documentary series "NOISE AND RAGE" consists of 4 episodes dedicated to the problem of juvenile delinquency in Serbia, and the 2016 reform of the social protection system that have not happened to date.
Episode 1:Due to the most serious crimes - murder, aggravated murder, rape, infliction of minor or serious physical injuries, several hundred minors are sentenced annually in Serbia. The shock caused by such data does not soften the assurance of experts that juvenile delinquency is stagnating. Just as without an adequate systemic solution, the fact that the aggressiveness of young people is becoming a world trend is no consolation. The NOISE caused by each new murder committed by minors, and the RAGE at the society in which it happens, usually doesn't last long. In them, for the umpteenth time, the story of war legacy, political and economic transitions, destruction of family and society is started. Why have we become a "society of learned helplessness"? Do we have bad laws or bad implementation of those solutions that exist? Why is there a lack of interdepartmental cooperation when all experts in this field are aware of this lack - from the police, through centers for social work to the judiciary and institutions for the execution of sanctions? In the absence of prevention and measures for the period after serving the sentence, did the educational and correctional work with minors become "Sisyphus' work"? How do juvenile delinquents in the institutions "Vasa Stajiv", VPD Krusevac and KZP Valjevo see this world and their (mis)deeds?
Episode 2:Noise and rage were the first reactions of the public to the news that was published on November 18, 2014 by almost all media in Serbia. The attack by two minors on the famous (now deceased) writer Rasa Popov, who due to the fact that they were younger than 14 and the law treats them as children and criminally irresponsible persons, was not only another case of juvenile violence, but also a paradigm of social defeat. The horror of this story was reinforced by the fact that these children had committed more than 570 criminal acts by then. The public was shocked, but the question remained open, what is wrong in a society where this is possible? Especially since this case, presented as a precedent, is actually not something that is rare. On average, the police discover about 400 children who participate in the execution of about 1,200 to 1,500 crimes per year.
Episode 3:They make noise and are full of rage. They go from petty theft to serious crimes before they even grow up. They number in the thousands and are increasingly violent. Despite this, juvenile delinquency in Serbia is mostly discussed through the processing of statistical data or when they commit the most serious crime - murder. The problem of abuse of minors is another reason why the Law on Juvenile Offenders is exposed to public condemnation. In this part, the defenders of the Law pass the responsibility to the police. The police claim that in most cases they discover the mastermind, because minors are usually honest. In cases of hooliganism and drug sales, however, the mastermind is often not revealed. The reason is the conspiracy of silence.
Episode 4:In the state where aggression becomes dominant, hooliganism becomes a feature not only of sports events, but also of other public gatherings, and the participation of minors in them is the rule. It is not uncommon for minors to be abused in those situations by adults, who often go undetected. Sometimes, unfortunately, minors are abused by their own families as well. Many cases never receive a judicial epilogue, and juveniles continue to behave aggressively even when they come to correctional institutions, failing to establish a realistic attitude towards the criminal act. The responsibility of society and family is all the greater because of that.
