Synopsis

Wheeler wakes up in a very spartan prison cell. He bangs on the door and Marco, another inmate in a nicer cell next door, answers. Asked how he ended up there and how to be freed, Marco tells Wheeler that no one leaves except in a body bag, that officially the place doesn't exist and neither does Wheeler, and he gives a very vague description of where they might be. The audience sees a submarine. Marco asks Wheeler what he remembers.

In a flashback, Wheeler is about to meet with Agent Ballard at a motel in Mobile. Ballard surprises him and pulls a gun, but he struggles with her and gets the gun. Then they kiss. They talk about their mission, and then they kiss again, and probably do more, since they wake up in bed the next morning (and talk about it later). Ballard goes to breakfast and someone knocks at the door. Masked men with large guns show up and Wheeler fights them and gets the gun from one of them. The gunfight ends up involving the nearby restaurant and customers flee. Eventually Wheeler meets Ballard and they hide as the gunfight continues. A tiny drive has important files on it, but to access it requires a dongle. They have both of the parts, but Ballard realizes she left the drive out in the open and goes to retrieve it and is shot. Wheeler hears a second gunshot and, assuming Ballard is dead, steals a pickup truck and takes off with the dongle.

Wheeler calls Drummond who agrees to meet him 30 miles east of Mobile. Then he disposes of the dongle so the bad guys can't get it. When he arrives at a parking garage, Drummond is dead and there are more men with guns, but this time they are with the government. Or may be. SAD agent Ferris believes Wheeler caused the deaths of other agents and is selling information to the enemy. Wheeler can't convince him otherwise, so Wheeler is drugged and taken into custody. Intelligence agent Rhodes is part of the group and he reminds Farris he recruited Wheeler and doesn't believe Wheeler is guilty.

With his head covered, Wheeler is taken aboard a submarine that was decommissioned but not destroyed. Cass, who is hoping for a promotion, and Ryan are told normal procedures are not being followed because Wheeler is a major threat to national security. Wheeler is put in the cell.

Captain Darrows announces he has the conn, and orders the submarine to dive.

Wheeler and Marco resume their conversation. Then Wheeler is taken from his cell to an interrogation room. Cass is allowed to observe as Ferris questions Wheeler, who won't admit to any wrongdoing and claims he was set up. Ferris threatens him with a better method than Sodium Pentathol for forcing him to tell the truth. Then as one of Ferris' men approaches Wheeler's neck with a syringe, Ferris changes his mind. Cass can't take any more and leaves, and Ryan follows her. Cass says she and Wheeler trained together.

Rhodes takes over the questioning, quietly telling Wheeler he believes him. But Wheeler won't give up the information about the device used to access the information. Rhodes kills Ferris and his associate and orders the submarine crew to follow his orders. Cass is told if she doesn't do as she is told she work at a desk for her entire career. Wheeler escapes but is captured by Cass and Ryan. He manages to convince them of his innocence and asks how to contact the outside world to prove who he is and what is happening. They know a way to communicate but it requires getting the submarine to surface. As they reach the control room there is gunfire and Ryan is killed.

Cass gets angry at Wheeler for allowing Ryan to die, but Wheeler says that was part of the job and he had a better chance at rescuing Cass. Wheeler and Cass figure out how to make the submarine surface by wrecking equipment and forcing a repair crew to fix the problem. They are caught afterward and Cass is shot but not hurt badly, and while they go to the infirmary so Cass can bandage her wound, Wheeler explains the drive contains information that will jeopardize secret agents. Cass is willing to trust him and continue working with him. Meanwhile, Rhodes gets into the room where Captain Darrows is and says he is in charge. Captain Darrows refuses to obey and makes contact with his superiors, who tell him to meet a team in nearby Cuba.

Cass and Wheeler free Marco who helps them subdue Kingsley and his men, and Cass and Wheeler make it to where Darrows and Rhodes are. Wheeler tries to convince Darrows that he is innocent and Rhodes is the bad guy, and Cass supports him. Rhodes pulls a gun on Darrows. Ballard, who was not killed, walks in. In a flashback Ballard is shown as one of the men on the submarine removes his mask and fires his gun but doesn't hit her, along with the events that follow. Wheeler secretly activates the communication system so the team on Cuba can hear. Ballard and Rhodes argue over whether to quit when they don't have all of what they are seeking, and there is a gunfight. Ballard escapes and Rhodes tries to kill Cass, but Wheeler agrees to give up the location of the device. Wheeler and Rhodes are both shot and Rhodes dies.

At the Pentagon, Cass and an injured Wheeler are praised for their work and told that they will be partners in searching for Ballard, who is shown in Venezuela. They are also told that Kingsley was found with his men tied up on the submarine. As they leave Cass and Wheeler talk on the phone to Marco, who has escaped.
