Ralph Waddy was the first African American detective promoted without having obtained the rank of Sergeant. Waddy applied street justice at the private request of Chief Darryl Gates. Gates awarded Waddy one of the most-desired badge numbers, 211. Waddy was involved in several high profile Los Angeles crimes - the Manson Murders, Black Panther's, Skid Row Slasher and the Watt's Riots.
