Millionaire Harvey Huntington Honeywagon III tries to prove to his colleague Vivian Clements that his chimp, Clyde, is more intelligent than American teenagers. Meanwhile Dee Dee is torn between Frankie and British recording star, the Potato Bug. Eric Von Zipper shows up to aid Harvey's anti-teen campaign. Boyfriend and girlfriend Frankie and Dee Dee and their friends are spending the summer together at Bikini Beach much like they did the previous summer. While Frankie solely wants to enjoy the here and now with Dee Dee and their friends in the sun and surf, Dee Dee, especially as they have now finished school, wants Frankie to think more of the future - their future - as husband and wife and the responsibilities that that entails. Dee Dee may find that security, both emotional and financial, she wants with Frankie with someone else when British music sensation The Potato Bug, who has not only invaded the US but also Bikini Beach, shows romantic interest in her. Not one to watch another man take his girl, Frankie challenges Potato Bug on his own terms in Potato Bug's hobby, drag racing, that is if Frankie can secure the necessary equipment, with the potential race a metaphor for Frankie and Dee Dee's relationship. The kids collectively may have a bigger problem when wealthy newspaper publisher Harvey Huntington Honeywagon III, using an unusual illustrative method, wants to ban them from the beach permanently in showing them to be nothing more than irresponsible primitive beings. What he doesn't mention in his campaign is his ulterior motive of wanting to buy the beach for a song to expand his adjacent seniors facility, Sea-Esta by the Sea. Coming to the kids' side is educator Vivien Clements, who will use whatever persuasive powers she has to show Honeywagon wrong. What may work on her and the kids' side is that Honeywagon has his own arguably unwanted ally, Eric Von Zipper, the bumbling leader of the motorcycle gang the Rat Pack, they who have long had it out for the surfers.—Huggo
