The two American Ninjas, Joe Armstrong and Sean Davidson, team up to do battle against a terrorist and his band of Ninjas.
CIA agent Sean Davidson and his sidekick Carl are sent into the stronghold of sadistic British ex-soldier Mulgrew to rescue some Delta Force commandoes who have been captured and tortured. When Sean, Carl and pretty doctor Sarah run into some problems, Peace Corps vet Joe Armstrong is lured out of retirement to stop Mulgrew's plan to explode a nuclear device in New York City.—Marty McKee <[email protected]>
A Delta Force unit, which was sent by the President of USA to eliminate Mulgrew and recover the suitcase nuke, attempts to escape from a pursuing group of Ninjas in a foreign country but most are killed, and the rest are captured. Several Ninjas are also killed in pursuit.
The secret Ninja Army is headed by Colonel Scarf Mulgrew (James Booth) an ex-British policeman (who was jailed for killing suspects under interrogation) and anti-American who has joined with Sheikh Ali Maksood (Ron Smerczak), a Muslim militant, who plans to bring a suitcase nuke to New York. The Ninja Master called Super Ninja (Kely McClung) is the leader of the Ninja Japanese Red Faction Army. The Red Faction are the best of the best.
Mulgrew threatens to burn the commandos alive in a week and use the nuke unless he is paid a ransom of 50 million dollars. The local Police chief O'Reilly also supports him.
CIA Agents Sean Davidson (David Bradley) and Carl Brackston (Dwayne Alexandre) (who had to leave his bride Tilly (Nakedi Ribane) at the altar due to the triple red alert issued by the agency) are sent on a covert mission to rescue the prisoners and defeat the terrorists. If the mission fails, the President would either have to pay the random or send in the B-2 bombers.Sean objects to taking Carl as Carl has had no field experience. But he is the best alternative available as he came top of his class, a brilliant linguist and an expert marksman. Sean wants Joe Armstrong (Michael Dudikoff), but Joe is with the Peace Corps now and won't take to violence.
Sean and Carl parachute in and meet their contact Pango (Jody Abrahams). Pango's car won't start, so they take the bus into town. They gather information from a local operative named Freddie (Anthony Fridjhon). Freddie is not convinced that 2 guys can defeat Mulgrew's army, but Sean is able to dispatch Freddie's goons relatively easily. Freddie Tells them how the bomb and the commandos are kept in a fort and the way into it.Freddie, Sean and Carl are confronted by Mulgrew, and the corrupt local police headed by O'Reilly (Frantz Dobrowsky). Freddie is killed by Mulgrew but Sean, Carl, and Pango escape. Before dying Freddie asks Sean to seek out Sulphur Springs and Dr Tamba.
Pango takes them to Doctor Sarah (Robin Stille) a Peace Corps nurse who hides them inside the hospital mortuary. The police led by O'Reilly are easily scared when Sarah tells them that the mortuary has bodies from the leper colony brought in for autopsy. Sarah takes an instant liking to Sean. Since Sarah is now involved, Sean agrees to take her with them to Sulphur Springs.
As the 4 make their way to Sulphur Springs, the Red Faction Ninjas attack, capturing Sean, Carl and Sarah alive while Pango escapes. Sean was able to kill many Ninjas with his skills, but the Ninjas were able to dodge all the bullets fired by Carl. The Ninjas imprison them in an old British fort to be tortured by Mulgrew. Mulgrew wants Ali to bring up the schedule, transport the nuke to Beirut and kill the Americans, but Ali wants to use the hostages for his political power plays with the US.
Pango contacts Joe Armstrong (Michael Dudikoff), a special forces commando, now working as a teacher. Joe is lured out of retirement and is sent to help Carl and Sean, by Sean's boss Gavin (David Sherwood) at the agency. Meanwhile Mulgrew tries to sexually assault Sarah and it turns out that Mulgrew killed Sarah's father.
Mulgrew decides to execute Sarah, Sean, Carl and the delta force commandos. Joe convinces the local rebel group known as Sulphur Springs, a former penal colony led by Dr. Tamba (Ken Gampu), to join them and they steal engineering plans to the fort. They infiltrate a party thrown by the President at the Govt house, as uninvited guests. Joe manages to get to the records room by avoiding Mulgrew and Ali's men who are there enforce.Sulphur Spring is now the rallying point for everyone who is angry with Mulgrew and his goons. Joe is tested by Tamba's men before he is allowed entry to meet Tamba.
Joe enters the fort stealthily (using the ammunition tunnels dug by the British underneath the fort, when they were in charge) and rescues Sean, Carl, Sarah and most of the commandos as they are being executed while Sulphur Springs also attacks the fort. Many Sulphur Springs also riot in the streets of the town to divert police forces away from the fort.
Meanwhile the local rebels also attack the fort by massacring the opposing police forces. Mulgrew and Maksood's whole army is wiped out and the nuke is defused. As Maksood tries to run away in his helicopter, Carl fires a missile, destroying the helicopter and killing Maksood. The Ninja master is killed by Joe and Mulgrew is killed by Sean. Joe shakes hands with Dr Tamba. He then bids goodbye to Sarah and Sean. The film ends with Joe walking away through the heaps of dead bodies of the Ninjas and the debris of the destroyed fort.
