A man newly trained in the martial arts must save his trainer from experimentation.

LA 1979. The American Ninja Sean Davidson (David Bradley) is a kid when his dad (Eckard Rabe) (a Dojo master) is gunned down during a robbery. The robbers were looting the stadium collections as it is tournament night of a popular Judo-Karate tournament and associated betting.Sean's dad was also at the stadium at the time. The unknown assassin had a wart near his left eye. Sean's dad is killed while trying to save Sean's life when the escaping robbers abduct him as hostage.The assassin was working with a scientist and a business, who wanted the money to finish their new plant for yet unspecified purposes.
Sean goes to Japan in 1980, with the help of Izumo (Calvin Jung), his father's Japanese trainer, to get trained in Ninjutsu by Izumo. Izumo trains Sean in the art of Mikkyo, the secret doctrine. Izumo trains Sean to learn that ultimate physical power can only be achieved by way of spiritual power. Sean completes his training and is given the title of Ninja.
In the present day, 1989, the unknown assassin is General Andreas (Yehuda Efroni) (leader of San Juan), is looking for efficient ways to spread terrorism across the globe. He is interested in the research developed by the Cobra, to develop a superhuman by injecting a DNA altering virus in the host. Cobra says that his serum will be ready for mass deployment within a month, if not sooner.
General, Cobra (Marjoe Gortner) & his team assemble in San Juan for the world karate championship, which has been organized by Gen Andreas for his own purposes, to look for a suitable candidate (The "superhuman") for their experiment.
The American team of Sean, Dexter (Evan J. Klisser) & Curtis Jackson (Steve James) are also there. Sean wins the first match (against the European Karate champion) & gets the attention of General Andreas, Cobra & his lead Ninja Chan Lee (Michele B. Chan).Sean notices one of his defeated opponents Joe Simpson (John Barrett) being abducted and taken away by unknown men. Sean follows, only to reach a hotel and then sees Izumo inside it. Izumo is abducted by black Ninjas, who also attack Sean. Sean follows Izumo across the Island. Sean defeats the Ninjas but can't locate Izumo.Sean is found by Curtis and Dexter and reveals to them that he is a Ninja trained by his master Izumo and he saw Izumo abducted on the Island. Curtis and Dexter agree to help Sean find Izumo.
It is later revealed that Izumo was only a costume, worn by Chan Lee to lure Sean. Chan Lee says that Sean is the ideal candidate for the "Superhuman" experiment. Cobra instructs Chan Lee to capture Sean.Chan Lee then attacks Sean with her army of Ninja's, but Curtis & Sean fight them off. Sean & Curtis trace their attackers to the lab owned & operated by the Cobra. Sean reports the matter to the Island Govt Minister of Interior (Grant Preston) and his secretary (Adrienne Pearce), who tell him there is no record of any Izumo entering the country and they refuse to raid the lab identified by Sean, as they think the lab is low profile and does research work.
Curtis decides to speak with the police Captain (Alan Swerdlow) but gets a cold response.Sean & Curtis decide to break into the lab. Curtis is in a truck and Sean + Dexter are on powered gliders. But Dexter's glider malfunctions and Curtis has to rescue him, so Sean goes in alone while Curtis and Dexter wait for him outside. Sean is captured by Chan & her army of Ninjas.However, Cobra antagonizes Chan by trying to cheat her out of her fair share of the profits. This leads Chan to partner with Curtis in trying to rescue Sean.
The Minister's secretary tries to blackmail Cobra with her knowledge of what he is developing at the lab. She wants her cut. Cobra agrees, but then sends his assassin after her. The secretary manages to delay the assassin by destroying his car in the pursuit, and escapes. But it turns out that it was not the secretary, but Chan disguised as the secretary. Then Chan reaches Curtis and Dexter, waiting for Sean outside the lab. She says she is a Ninja and Sean's friend and says Cobra needs to be stopped.
"The Cobra" (Marjoe Gortner), infects Sean Davidson, the American Ninja, with a deadly virus as human guinea pigs in his biological warfare experiments. Sean, Curtis and Dexter (whom Chan brought to the docks where Sean was) have no choice but to fight The Cobra and his army of genetically engineered Ninja clones led by the female Ninja Chan Lee (Michele B. Chan).
Curtis & Chan rescue Sean. Sean kills General Andreas after he recognizes him as the man who killed his father. Sean asks Curtis to kill him if they don't get to the antidote in time.Chan Lee is killed by the Cobra when she tries to steal the antidote. Curtis gets the antidote by defeating Cobra & injects Sean with the same. Sean then finally kills Cobra after a prolonged Ninja battle.
