Captain Matt Hendricks and Dr. Linda Christian are locked in a submarine with Russian terrorists that threaten to launch a chemical virus on US territory.

The Cold War has ended, and the Russian government has decided get rid of a deadly bioweapon sample by returning it to the United States, from whom it had been stolen. Officer Hendricks has been assigned to pick up the virus sample and escort it back to America via submarine. Along the way, however, a gang of terrorists hijack the sub in an attempt to launch a bioweapon attack on both New York and Moscow.
