Det. Supt Hackett and his team stake out a cargo ship carrying £30,000 in silver. A tip off from snout Ted Knight points the finger at Jack Maynard. When the stake out is terminated they discover Knight with his throat cut on the dock.

Two youths have hijacked four lorry's and beat up the drivers. Supt. Tate believes they are stealing to order. When the pair attempt to sell new tv/radio cassette players to Tyler Electronics they cross a big firm who shoot the pair dead.

Hackett's snout Collars is murdered. Inquiries lead to the release of Swain and Lewis from Parkhurst. Target criminal Ruby Daniels daughter Sam is kidnapped and they want £300,000 in cash. Hackett believes Daniels is connected to the pair.

A young runaway is found at the scene of a lorry hijacking. Down the road a second lorry is hijacked but driver Hawley is dead and carrying a large amount of money. Hackett suspects that girls are being used has bait and goes undercover.
