This dystopian vision of the near future is about police officer Volt who kills the refugee Hesham during an operation. The deed goes unpunished, but Volt's feeling of guilt drives him into his victim's world. During the day a police officer, at night on the other side, he witnesses how the riots caused by his deed escalate. The pressure is rising, both from inside and out, and Volt realizes that his deed is unforgivable.

Dara and Karan, the sons of two of the victims of dacoit Jogi Thakur, wait many years to exact their revenge. When the Thakur's colleague Raja Singh cheats him and runs away with his loot, Jogi is arrested and sentenced for life imprisonment. Years later Jogi escapes from the prison to get hold of Raja and take back his booty, but finds his face on all the posters in the village to find him dead or alive with a reward of fifty thousand rupees. When Karan gets to know Jogi has escaped he goes looking for him. Dara also join hands with Karan to even the score with the dreaded dacoit.

Although India obtained freedom from the British in 1947, Goa and its territories are still ruled by the Portuguese. A group of revolutionaries want a free Goa and are thus wanted by the Portuguese administration. Among them are Purandare, Narvekar, and Dinanath, and when Dinanath's whereabouts are known to the police, he escapes with his young son Ramdas and goes to their hideout. With Purandare's assistance they manage to escape, but they're shot. A horrified Ramdas watches Purandare shoot his father dead, and this is how he starts hating revolutionaries. Ramdas changes his name to Ronnie, befriends a girl named Julie, and grows up taking up crime as his career. He soon prospers and lets the villagers also prosper with him. Then when the Police Commissioner is shot dead, Ronnie helps the authorities apprehend his killer, a young man named Shekhar. He is arrested, tried in Court, and sentenced to be hanged. At this point Ronnie finds out that the people he assisted in the past are all against him and sympathize with the revolutionaries. Furious, he grabs a gun to kill Shekar's parents--and finds out who they really are and why Purandare shot his dad.

17 years after the events of first movie, Choi Sung-hoon, Lee Han Dong's son, who grew up in abusive family, and has fallen to life of petty crime, ends up in jail, same one where Lee Jeong-suk is serving his sentence. Choi Sung-hoon's mother there visits Lee Jeong-suk and begs him to take her son under his protection. Being Lee Han Dong's childhood friend he agrees, and Choi Sung-hoon who never had any sort of proper role model in his life, is quickly swayed by this senior. But what will happen when Choi Sung-hoon learns why is Lee Jeong-suk sentenced in the first place?
