He became embroiled in controversy after a bus hijacking in 1984, where surviving hijackers were reportedly executed under his command. Shalom orchestrated a cover-up within the Shin Bet to deflect responsibility onto others, causing internal strife. Despite being pardoned and stepping down, he later promoted peace with the Palestinians and recounted his experiences in a documentary. Shalom passed away in 2014 in Tel Aviv.
