He worked closely with Sir John Fowler in the advancement of early underground railways in London and is best known for his work on the iconic Forth Bridge. Baker also played a significant role in civil engineering by providing expertise as a witness in the public inquiry following the Tay Rail Bridge disaster. Furthermore, he was instrumental in the design and construction of the inaugural Aswan dam.
