In 2004, the notorious Belgian serial killer Marc Dutroux was convicted on charges of murder, kidnapping and rape and was sentenced to life imprisonment. Earlier, his case aroused widespread public outrage at the inefficiency and corruption of the Belgium’s law enforcement agency and led to the White March which was one of the largest demonstrations in Europe since WWII.
