He served as prime minister, president of the National Assembly, and led the Nigerien Party for Democracy and Socialism. Issoufou ran for president in multiple election cycles and was a key opposition figure during Mamadou Tandja's presidency. Notably, he voluntarily stepped down after completing two terms, facilitating Niger's inaugural democratic transition. In recognition of his efforts, Issoufou was honored with the Ibrahim Prize for good governance.
