Summary In the early 1950's, the Philippine Government made plans to build the country's first hydroelectric power plants in the barangays (villages) of Binga and Ambuklao. Indigenous residents who had been living on the land for generations discovered that their lands and fields were to be flooded with three million gallons of water.
