Osborne reef was a misguided concept for an artificial reef borne of ignorance. It was comprised of worn out car tires that drifted around causing damage rather than a home for wildlife. Besides, tires release toxic chemicals.
The United States oil refineries are designed to refine heavy crude oil while its oil reserves are primarily light crude oil. So the US imports heavy oil and imports its own oil. But it's not really that simple.
