On the "world's sinliest mile", the Reeperbahn in Hamburg, Wilfrid Schulz and his henchman Dakota Uwe dominate in the 1980s. Schultz is also called St. Pauli's godfather and has connections to the mafia in the USA. Wolfgang Sielaff of the Hamburg police founds Fachdirektion 65, Germany's first special unit to combat organized crime. But when three undercover officers are murdered, the question is whether corrupt officers are behind the murders.

Detective Wolfgang Sielaff and FD65 need solid evidence to arrest Wilfrid Schulz. Via the FBI, Sielaff discovers that Schulz is helping the American mafia build an illegal gambling empire in Hamburg. FD65's only female detective Erika Haessler and Sielaff get Schulz and his henchmen behind bars. But behind the scenes, other criminals are on the move: Banderne GmbH and Nutella are now fighting for power in St. Pauli.

Banderne GmbH and Nutella each control well over 100 prostitutes as well as brothels and bars. The Hells Angels also threaten money and silence in St. Pauli quarter. The power struggle breaks out in the open when two pimps are killed in Europe's biggest brothel. But suddenly FD65 gets the opportunity to break up the Nutella gang. And in 1983, the police storm "Angel Place" and arrest an entire local branch of the Hells Angels.

FD65 has used new methods such as undercover officers and wiretapping to fight organized crime. But no one dares testify against the Hells Angels. Wolfgang Sielaff contacts his American colleagues and gets Europe's first witness protection program introduced in Hamburg. But does it make a difference? At the same time, the police are on the trail of the hitman Werner Pinzner, who has spread fear and terror since a brutal murder of a pimp in 1984.

The sex business is plagued by AIDS, and cocaine becomes Reeperbahn's new source of income. But FD65 can celebrate that they have arrested Werner Pinzner, also called St. The Pauli killer. He reveals several masterminds and sheds light on organized crime. But then the impossible happens: During an interrogation in 1985, Pinzner kills the public prosecutor, his own wife Jutta and himself. Everyone is in shock. How did he get hold of a weapon while in prison?
