Looking at the entire DNA sequence of an organism, mutations are not perfectly random irrespective of whether the organism can survive a particular mutation. Some mutations can occur easily and some are virtually impossible due to the structure of the DNA. It is conceivable that organisms may have evolved to protect the more critical DNA segments form mutation.
