One fine day, Graham realizes that the city of Cartoonville doesn't have any steam trains for construction vehicles. To solve this problem, Graham gets the Steam Team and the Can Do Crew to move to Cartoonville. When they arrive, Thomas and his friends tell the origin story of how they met the Can Do Crew.
Boat is having a sad day in Graham Bullard Street due to her not having many new friends. So Leafy helps Boat out by introducing her to the original teammates from The Squashy Grapes. However, when a new friend named Bally gets lost in the street, Boat and her new friends show him how fun it is to spend time with your friends.
Balloon and his decide to take a visit to the Cartoonville Park. However, Balloon forgot to bring the hamburgers he was supposed to serve for lunch. But on his way back to get them, he gets stuck in a tall tree. So it's up to his friends to try and get him down.
