Rooney discovers that his wife, Elli, is prostituting herself to get more drug money and ignoring their daughter Janie. Quinn learns about Rooney covering for the missing Dog Face and threatens to charge Elli unless Rooney becomes an informant for Murtha. Meanwhile, Mayor Davidson learns about the severe beating that Fivers gave Counselwoman Waylor which leads to the mayor finally clearing the way to give the authorization for groundbreaking of the casino. Murtha eventually tells Rooney about why he stopped giving money to Elli.
