Summary Corporal Joe Keller, from the Detroit Police Department, appears before the city council to discuss a police officer paramedic pilot program that gave him and his partner permission to function as paramedics for the previous two years. Joe and Kevin respond to a multi vehicle roll over crash and attempt to resuscitate a dead child. They are then forced to choose between saving a man that had been shot and was bleeding to death, or giving chase and capturing the man that shot him. Joe and Kevin find themselves confronting a man hallucinating on molly and attempt to take him into custody. They take a break and try to get something to eat when an apparently angry man approaches them. Joe unsnaps his gun from his holster and prepares for the worst.
