Hijitus is a street kid who lives in a sanitary pipe in the city of Trulalá (the "cannitus"). His friends are Pichichus (his dog) and Oaky (spoiled son of the richest and most powerful man in town, Gold Silver). Trulalá is ravaged by the evil Professor Neurus, against whom the law, embodied by the "Council of Elders" and the figure of the local Commissar, is manifestly impotent.
