Summary John Drake visits the small country of San Pablo to investigate an apparent suicide. The victim, Winfield, was a U.S. Treasury representative to San Pablo. Drake is told by several people that Winfield was a notorious gambler who spent lavishly on women and wine. But that reputation is soon debunked by a young lady (character Raquel Vargas) who was very close to Winfield. Ms. Vargas tells Drake that Winfield had mentioned "a big discovery" just before his alleged suicide and disappearance. Drake suspects that the Police Commissioner is hiding something; he turns to the national Minister of Finance for help.
