Summary The oscillating devices used on the seabed around Rogue's Rock are exploding causing the oil rig to break up. The same devices were made on the island on the instructions of visiting U.S. oil executive Hank for distribution around the world's oil rigs. Ilsa, Max and the gang become suspicious of Hank's motives and discover that he is an industrial espionage agent using the island as a base to sabotage the world's oil production. He plans to turn his own American business 'Phoenix Oil' into the only oil producing company in the world, but Wing Commander Rogue comes up with a plan to put an end to Hank's scheme.
