Summary Fidel Velázquez began his activities as a union leader in the ranks of the Regional Confederation of Mexican Workers, supported by a group known as "the little wolves". Years later he joined forces with Vicente Lombardo Toledano and together they founded the Confederation of Workers of Mexico, the CTM. During the six-year term of President Lázaro Cárdenas, Velázquez achieved consolidating himself as the great leader of the principal worker's group of Mexico.
