Summary When Europe and Asia have problems with some mysterious rays, which jam for example electricity, the Count of Champignac is suspected to be responsible for it. Spirou and Fantasio look after that and they find out, that a friend of the Count, professor Macintosh who is a leading expert for radiology, was kidnapped and taken to a country where the dictator Gladimir Kisskiss has the power. The dictator has the opinion that the world is full of bad rays and he manipulates his followers so that they don't feel anything. Spirou and Fantasio enter the country and they witness that the machine from professor Macintosh has not the effect that Kisskiss hoped: instead of destroying all the other rays, he destroys the achievement of the wild running dictator.
